According to accession file and oral histories, the pennant was given to Boyd L. King at COBIA's decomissioning ceremony at New London, CT in 1946. The remaining crew drew straws for it and the other flags. Marshall Roberts received the jack (A88-34-1) and Jack Dwyer the colors. However, this is likely not COBIA's original commissioning pennant.
